What is an Item Upgrader in Pokemon Go?

Costs

Upgrades have a few associated costs. The most significant cost is the upgrade itself. This price is contingent on the item's new ilvl and the number of perks it gains and is often expensive. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) are costly.

The other is the cost of the materials required to upgrade. The items used are typically either Power Dices (dropped by monsters 21and over) or Minerals and Erons (obtainable by completing certain Mists of Pandaria or Warlords of Draenor quests). These items can be found in the inventory of an upgrade vendor.
